This is the first issue of First Click Report. Each edition covers what moved in UK marketing that week: paid social, paid search, SEO, measurement, and the AI product changes that affect how you buy traffic and report results. We link primary sources so you can verify a claim before it lands in a board deck. Each issue sorts the week into what to use, what to model in cash, and what has a date on the calendar.
If you have been optimising inside Ads Manager and trusting the green cells, the past quarter is where the surprises piled up. Here is May through July 2026 as backdrop before this week’s invoice line and Google migration clocks.
May–July: the quarter before this week
Google took AI Max for Search out of beta in spring and began folding Dynamic Search Ads and older broad-match setups into AI-driven campaigns. On 11 June, Ginny Marvin posted that automatic DSA-to-AI Max upgrades would slip to February 2027, but ACA and campaign-level broad match still face September 2026. On 15 June Google restored DSA creation and editing; new DSA campaigns can run until January 2027 (Soku timeline).
Meta’s quarter turned on billing and columns: Media Views and Viewers replaced legacy reach fields in mid-June exports, then UK location fees (2%) landed from 1 July (Meta Business Help). Mandatory AI info on generative and C2PA-tagged creatives followed in July (Meta, Coinis). CPMs stayed stubborn. That is the backdrop in our May note on ads getting more expensive in 2026.
That is the quarter backdrop. July is when finance usually notices the gap.

The Signal
Week of 21 July split a lot of UK accounts. Ads Manager looked ordinary: ROAS in band, CPA steady, no Friday emergency thread. Search teams got usable news in that calm (see below). Finance teams got a Meta invoice with a UK line that does not exist in the campaign export. Move on the Search runway while reconciliation is still open.
Google: breathing room on DSA, and a test window for AI Max
Automatic DSA-to-AI Max upgrades slip from September 2026 to February 2027 per the same Search Engine Journal post, explicitly to avoid Q4 account surgery. 15 June also brought restored DSA creation and editing; new DSA campaigns can still be built until January 2027 (Soku).
Runway, not a reason to ignore AI Max. Marketing Dive reported Google’s ~7% conversions/conversion-value benchmark for the full AI Max stack versus legacy matching. Run your own side-by-side if you still use DSA or broad prospecting. Do not bank Google’s headline number without COGS and margin math.

Google Ads API v25: operator-relevant pieces
July 22 API v25 shipped lifecycle goal migrations for API users, YouTube Shorts engagement fields, and deprecated-resource cleanup. UI-only accounts can ignore most of it; API-led teams should read the release notes before September migrations force account changes.
The Noise
Meta: the 2% charge on the invoice, not in ROAS
For UK impression delivery, the location fee is 2% from 1 July 2026 per Meta Business Help. It does not come out of your daily budget cap, does not depress ROAS inside Ads Manager, and does not inflate CPA in the campaign view. It shows on the invoice as a separate line, billed on impression geography, not business address (Ayko, Digital Applied July guide).
Worked example (illustrative): a UK supplement brand spending £10,000/month on UK Meta delivery at 3.0x revenue ROAS sees roughly £200/month in location fees before anyone changes a bid. Against £30,000 attributed revenue, that is only ~0.67% of attributed sales, easy to dismiss until you stack payment fees, subsidised shipping, and a hero SKU on 15% off.
Finance should model Meta as spend plus location fee plus payment fees plus a returns allowance against Shopify contribution margin, not platform purchase value. Export invoice and Ads Manager spend together. Methodology: true ROAS on Shopify.

Meta: AI labels and the creative queue
Meta auto-applies labels on generative edits inside Ads Manager and uses C2PA detection on uploads from Photoshop, Firefly, and Canva (Coinis). Photorealistic AI people can show a label beside Sponsored. Disclosure is the policy angle. Rejections and review latency are the ops problem while spend keeps running on whatever still passes.
Google: September still applies, and Recommendations got louder
Missed Opportunities left Labs and landed in the main Recommendations tab. More accounts, more auto-apply surface area. Audit recommendation auto-apply before a quiet Tuesday changes something you did not mean to enable.
ACA and campaign-level broad match campaigns are still pointed at September 2026 for AI Max even while DSA auto-migration slid to February 2027 (Search Engine Journal). Pull the list now. “We’ll revisit in Q4” is how accounts get restructured without you in the room.
The older wound: three ROAS numbers
Meta’s ROAS divides spend by attributed purchase value inside Meta’s windows. It never includes margin, and after 1 July it is not all-in UK cash cost unless finance adds the fee. When Meta, Google, and Shopify still disagree, that reconciliation problem is the baseline; July’s invoice line is the new layer.
The Future
August 2026: invoice truth month. First full billing cycles with UK location fees in the wild. Compare Meta Business Suite invoices to Ads Manager exports weekly. If you use an attribution SaaS, confirm whether it models fees or only spend (best Shopify attribution software for UK DTC (2026)).
September 2026: the ACA / broad match clock. Google’s unchanged deadline for Automatically Created Assets and campaign-level broad match moving to AI Max (Digital Applied). Expect more inbox noise from Google as August ends. January–February 2027: DSA runway ends. New DSA creation closes January 2027; remaining DSA campaigns auto-migrate from February 2027 (Soku timeline). Parallel AI Max tests belong in now, not January panic.
Ongoing: AI creative compliance. Meta and Google are both tightening AI transparency for commercial content. Track rejection rates and review latency in the weekly stand-up alongside CPM and match rate.
Brussels vs Meta: the feed goes on trial
On 10 July the European Commission opened a different front with Meta: feed design and addictive patterns, not the UK invoice line you reconciled in July.
Preliminary findings say Facebook and Instagram breach the Digital Services Act because infinite scroll, autoplay, push nudges, and engagement-first recommendations were never risk-tested properly (TechCrunch, DW). Brussels wants autoplay and infinite scroll off by default, screen-time breaks people cannot dismiss in three taps, and ranking that does not treat “one more reel” as the only success metric.

Meta will answer in writing. Teen accounts with parental gates are already live, the company says. The Commission says those tools are easy to dismiss and do not shrink time on app. If the findings hold after Meta’s reply, fines can reach 6% of global turnover. Headline billions. Your Tuesday media meeting still starts with CPA.
Model the UK location fee in cash you can export. Treat Brussels vs Meta as a slower architecture fight. If regulators force a less addictive feed, passive impressions in Reels and Stories shift first. Frequency rises, CPM drifts, and prospecting creative that relied on autoplay has to earn the slot. That rarely shows up the week the press release drops. It shows up when reach softens and nobody can name why.
Keep invoice reconciliation on the August calendar and CPM plus frequency on the weekly note until Meta and the EU finish arguing.

We are not arguing every UK brand should cut Meta because of 2%. We are arguing “ROAS held” became an incomplete sentence in July. Gate scale on contribution margin ROAS inside a unified dashboard, not platform purchase value alone.

A note from the author
Ten years in agencies and platform stacks, and I still dread the shared-screen moment when finance opens the Meta invoice and asks why media “said we were fine.” July was that week for a lot of UK teams. Nothing in Ads Manager looked broken. The invoice had a line that does not exist in the campaign view.
We split the issue so you do not have to merge three press releases yourself. Google bought Search teams time on DSA auto-migration. Meta’s UK fee and the creative review queue hit cash without moving the green cells. Brussels arguing over infinite scroll is a slower feed-design fight, not another 2% on the bill, but prospecting reach is where you would feel it if regulators win.
Before anyone gets more budget on platform ROAS, I would pull the July invoice beside an Ads Manager export for the same dates, write down every campaign still on ACA or campaign-level broad for September, and run margin from Shopify instead of trusting purchase value in the UI. Tedious work. It beats a September argument about whose export was “right.”
